As Senior Lead Global Development Consultant and Principal Consultant for ASEAN and Malaysia at Public Policy ASIA Advisors, he specializes in ESG, regional integration, and digital governance, advising on innovative strategies to advance sustainable development in Asia and beyond.
Mr. Looi’s sustainability expertise is extensive, underscored by his leadership in developing the ASEAN Sustainable Consumption Toolkit (2021), which aligns consumer practices with ESG goals, and his contributions to IP-backed financing frameworks that unlock investments for sustainable businesses. As Strategic Advisor at SPACE ASEAN, he shapes forward-thinking regional strategies, emphasizing sustainability, carbon consultancy, and digital economy policies. His role as a Proposed Key Expert at IBF International Consulting (Belgium) further highlights his competency to take on work similar to EU-ASEAN trade and investment projects, driving cross-regional collaboration for sustainable infrastructure and development. At ASEAN Headquarters in Jakarta, Mr. Looi served as Head of Anti-Trust, Consumer Protection, and Intellectual Property Rights, leading initiatives for all 10 ASEAN Member States. He spearheaded the ASEAN IP Cooperation Framework, integrating ESG-focused innovation, and chaired discussions on green technology and sustainable IP practices at forums like the Green Technology Partnership Between Indonesia and Sout Korea Initiative Seminar (2019). His global sustainability contributions include shaping discussions at UNCTAD’s 60th High-Level Conference (2024) and Sustainability Workshop on infrastructure financing and financial inclusion, and OECD workshops on nudging consumers toward greener choices (2022).
A seasoned legal and policy expert, Mr. Looi has advised on sustainability-driven FinTech and cybersecurity frameworks, reflected in his acclaimed book, Cybersecurity: Guardians of the Digital Frontier (Amazon, 2024) where he highlighted the cross sectoral relationship between SDGs and Cybersecurity. His past roles include Legal and Tax Counsel at Deutsche Bank APAC and as Advocate & Solicitor in Singapore where he practised extensively, before transitioning to strategic advisory in public policy and international finance; and offers himself as potential Mediator and Arbitrator for State Disputes involving Public Policy and Investment.
Mr. Looi holds Master’s degrees in Law (Public International Law, Advanced Banking Law, International Commercial Arbitration), Public Policy (Temasek Scholar, Lee Kuan Yew School of Public Policy with Harvard Kennedy School), and Applied Economics (Development and Economic Policy).
