YB. Tuan Chang Lih Kang

YB Tuan Chang Lih Kang was appointed as Malaysia’s Minister of Science, Technology & Innovation in December 2022, where he leads the country’s transformation through innovation, research & development and sustainable technology. He is also the Member of Parliament for Tanjong Malim, having first secured the seat in May 2018.

Educated in civil engineering (BEng) at Universiti Putra Malaysia, followed by a Master in Public Administration from the Lee Kuan Yew School of Public Policy at the National University of Singapore, YB Tuan Chang brings both technical and policy expertise to his role.

In his ministerial capacity, Chang has initiated key national efforts such as the Hydrogen Economy & Technology Roadmap (HETR) – a strategic blueprint designed to address Malaysia’s energy challenges of reliability, affordability and sustainability. Under his leadership, Malaysia is also targeting gross R&D expenditure of 3.5% of GDP by 2030 and aiming to rank among the top 20 in the Global Innovation Index.

At the Asia ESG Summit 2025, YB Tuan Chang will share his insights as the keynote speaker with the topic Navigating the Path to Net-Zero: Overcoming Resource Limitations and Rising Environmental Standards in Asia to Balance Global Sustainability Targets with Local Economic Realities.
